Something else that may improve villager breeding (prior to probably fixes in 1.14.1) is ensuring any villager taken out of the village (eg for framing/trading) is moved far enough away that it reliquishes its claim on one of the village beds (this distance appears to be 160 blocks [possibly not considering Y] at present).
